In order to thoroughly implement General Secretary Xi Jinping's important discourse on preventing and resolving major risks, as well as the decisions and deployments of the Party Central Committee and the State Council, and conscientiously implement the "National Plan for Centralized Management of Safety Risks of Hazardous Chemicals" (Safety Committee [2021] No. 12) and the "Special Rectification Work Plan for Safety Risk Prevention and Control of Hazardous Chemical Industry Transfer Projects and Chemical Industrial Parks" (Safety Committee Office [2021] No. 7), the Ministry of Emergency Management, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation recently jointly issued the "Guidelines for Safety Risk Prevention and Control of Hazardous Chemical Production and Construction Projects (Trial)" (hereinafter referred to as the "Guidelines"), guiding and regulating the safety risk prevention and control of hazardous chemical production and construction projects, and strengthening source access.
The Guidelines require that all regions should establish safety access conditions for new hazardous chemical production and construction projects, and propose project access regulations from the aspects of industrial planning, national policies, local requirements, project investment, process technology, reaction risk assessment, automation control level, etc., to solve the problem of "how to choose projects and which projects can be implemented".
The "Guidelines" emphasize the need to conscientiously implement the requirements of the "Opinions of the General Office of the Communist Party of China Central Committee and the General Office of the State Council on Strengthening the Safety Production of Hazardous Chemicals as a Whole", and provide decision-making and consulting services for proposed projects during the project approval process, including pre examination of parks, municipal review, and provincial expert review. Development and reform, industry and information technology, ecological environment, natural resources, emergency management and other departments should jointly participate to solve the problem of "who will review" and establish a long-term mechanism for safety risk prevention and control of hazardous chemical production and construction projects. The main risks, review requirements, and safety risk prevention and control points of the entire process of decision-making consulting services, safety review, safety facility construction, trial production, and safety facility completion acceptance for hazardous chemical production and construction projects have been proposed to solve the problem of "how to review, what to review".
The "Guidelines" require that all regions strictly control the safety of the approval of hazardous chemical production and construction projects, and shall not "approve, design, and construct at the same time". Projects that do not meet safety standards cannot be launched or started, and the safety red line of project approval must be firmly held, and major safety risk prevention and resolution work must be solidly carried out.
