The meeting pointed out that the national security situation is generally stable in the near future, and the emergency management department resolutely implements the decisions and deployment of the CPC Central Committee and the State Council to effectively respond to the Lushan 6.1 earthquake in Sichuan, rainstorm geological disasters in Hunan and other places, and multiple disaster accidents such as Guizhou Rongjiang bullet train derailment. We must be aware of the frequent occurrence of accidents and disasters during the transition from spring to summer. In addition, the current active production, construction, and operation activities, as well as the pressure of ensuring energy security and supply, have led to a significant increase in various safety risks and hidden dangers. We must closely monitor enterprises and public places that are prone to causing mass casualties, and strictly guard logistics distribution centers such as large-scale mines and hazardous chemical storage yards, as well as large-scale complexes. We must urge relevant parties to thoroughly investigate their own safety hazards and external risks such as floods and mudslides during the flood season for large passenger transport vehicles such as trains and buses. We must use modern means to strengthen comprehensive prevention and control, implement strict responsibility measures, and ensure safe operation. Secondly, we must closely monitor major construction projects, collaborate with relevant departments to organize experts to provide safety guidance services, strictly supervise "three border" projects, and resolutely eliminate "five no" projects. We must closely focus on weak links, increase the frequency of inspections on small and medium-sized enterprises undertaking engineering projects, flexible employment, and industries where subcontracting is common, urge enterprises to improve their technical and management teams, implement safety training systems for employees, and strictly investigate and punish behaviors such as exceeding capabilities and scope, illegal subcontracting, and reselling of affiliated qualifications. We should combine the safety production inspection with special rectification in the fields of self built houses, gas, industry and trade, promote all relevant parties to identify their outstanding risks, deepen rectification and governance, and ensure the stability of the safety situation. The meeting emphasized that as the main flood season gradually enters across the country, it is necessary to highlight regional characteristics and carry out detailed and effective flood control and disaster relief work. It is necessary to strengthen the guidance and assistance to the grass-roots level, promote the city and county to establish a regional and accurate early warning linkage mechanism as a whole. In case of rainstorm, mountain torrents, geological disaster early warning and river over warning, the local emergency management department should timely organize and carry out multi department consultation, research and judgment, start emergency response, and the superior authorities should timely dispatch and assist in the prevention and response work. We should fully utilize the functions of the Flood Control Office, list and supervise key areas one by one, and at the same time, organize training in various regions to strengthen flood control responsibilities for current weak links and key tasks. We must make solid preparations for flood prevention in major rivers and urban areas, continue to organize emergency drills, strengthen inspections and checks of river embankments, reservoirs, power stations, low-lying areas prone to flooding, and prepare resources for flood control and rescue, and promptly discover and deal with dangerous situations. We need to further improve the resettlement and living security of the people affected by the 6.1 magnitude earthquake in Lushan, Sichuan, strengthen earthquake monitoring and secondary disaster prevention, and avoid causing new casualties and property losses. The meeting conveyed and studied the spirit of the 9th National Conference on Letters and Visits Work, emphasizing the need to thoroughly implement General Secretary Xi Jinping's important instructions on strengthening and improving people's letters and visits work, bear in mind the political responsibility of solving difficulties for the people and sharing worries with the Party, conscientiously implement the requirements of the "Regulations on Letters and Visits Work", solve public demands in accordance with laws and policies, smooth reporting channels, focus on preventing and resolving risks, better transform the advantages of the letters and visits system into social governance efficiency, and play a greater role in serving the overall work of the Party and the country, safeguarding the legitimate rights and interests of the masses, and promoting social security and stability. The meeting also discussed other matters. Members of the Party Committee of the Emergency Management Department attended the meeting, and representatives from the National Mine Safety Supervision Bureau, China Earthquake Administration, Ministry Fire and Rescue Bureau, Forest Fire Bureau, various departments and bureaus of the organization, disciplinary inspection and supervision teams stationed in the department, and heads of affiliated institutions in Beijing attended the meeting via video link.
