Standardization of emergency management is a strategic, leading, and fundamental task in the new era of emergency management, and an important strategic measure to promote the modernization of emergency management systems and capabilities. In order to thoroughly implement the "National Standardization Development Outline" and the "14th Five Year Plan for National Emergency Management System", further strengthen the construction of the "14th Five Year Plan" emergency management standardization system, and continuously improve the level of emergency management standardization, this plan is formulated.
1、 Overall requirements
(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will comprehensively implement the spirit of the 19th National Congress of the Communist Party of China and its plenary sessions, conscientiously implement the important instructions and directives of General Secretary Xi Jinping on emergency management and the important discourse on standardization strategy, adhere to the principle of putting the people first and their lives first, coordinate development and safety, closely focus on the central task of emergency management, continuously promote the implementation of standardization strategy, accelerate the overall integration of standardization and emergency management, and strive to build an emergency management standardization system that adapts to the requirements of "all types of disasters and major emergencies". We will provide more solid technical support for standardization to enhance the overall national emergency management capacity and promote the improvement of the national emergency management system.
(2) Basic principles.
——Reform led and coordinated development. Deepen the implementation of the strategic deployment of institutional reform and the requirements of national standardization reform, strengthen the top-level design and overall planning of emergency management standardization, and improve the standardization system and mechanism; Strengthen the connection and matching between standards, laws, regulations, and policy measures, and give full play to the technical support and important guarantee role of standardization in laws and regulations; Build a standardized emergency management system that adapts to high-quality development, and safeguard the bottom line of ensuring the safety of people's lives and property.
——Demand-oriented, urgent needs first. Based on fundamentally eliminating accident hazards and solving problems, focusing on the fundamental guarantee role of standardization in safety production, fire rescue, disaster reduction and comprehensive emergency management, promoting the transformation of practical scientific and technological innovation achievements into standardized achievements, accelerating the approval of urgently needed shortage standard projects, and improving the efficiency of standard supply.
——Classification implementation and key breakthroughs. Give full play to the technical supervision of the professional technical committee, the division of labor and responsibilities of the business supervisory departments and units, and the coordination mechanism of the standardization centralized departments, closely focus on the key areas and weak links of emergency management, classify and steadily promote the revision of key standards in the fields of safety production, fire rescue, disaster reduction and comprehensive emergency management, further refine the responsibilities for standard revision, strengthen the safety management of equipment, facilities, places, personnel and processes, and build a solid "moat" project for emergency management standards.
——Integrate resources and promote the system. Implement relevant laws and regulations on emergency management, deepen strategic cooperation with the National Standardization Management Committee under the inter ministerial joint meeting mechanism of the State Council's standardization coordination and promotion, and timely study and solve major issues related to emergency management standardization. Strengthen coordination and linkage with relevant departments of the State Council, and coordinate the proposal of mandatory national standards in related fields. Fully leverage the professional role of standardization technology organizations, strengthen basic research on standardization, pilot demonstrations, talent cultivation, international exchanges, and other related work.
(3) Development goals. By 2025, the supply of emergency management standards will be more sufficient, the standardized management mechanism will be more perfect, and the coverage of mandatory standards in the fields of safety production, fire rescue, disaster reduction and comprehensive emergency management will be further expanded. The standard formulation and revision has changed from quantity and scale to quality and efficiency. The scientificity, progressiveness and applicability of the standard have been significantly improved. The level of standard publicity, implementation, supervision and law enforcement has been further strengthened. The achievements of standardization basic research and international exchanges have been remarkable. The support and guarantee benefits of standardization for security development and national emergency management system have been highlighted.
2、 Main tasks
(1) Establish and optimize the standard system for emergency management. With the goal of establishing and improving an emergency management standard system that is structurally complete, has clear levels, scientifically classified, focuses on strong standards, and promotes complementarity, we will coordinate and expand the scale of mandatory standards. Adhere to the principles of "neither establishing nor breaking" and "establishing before breaking", strengthen the evaluation and review of standards, and streamline and integrate them. According to the principle of "urgent needs first", develop and publish mandatory standards in accordance with laws and regulations. Strengthen the coordination and matching of recommended standards, support the transformation of scientifically mature and applicable local and group standards into national and industry standards, and improve and optimize the standard system for safety production, fire rescue, disaster reduction and relief, and comprehensive emergency management.

(2) Accelerate the revision of urgently needed shortages and important standards. Step by step and strive for practical results, strengthen overall planning in accordance with the principle of "urgent first, then slow down", concentrate efforts to accelerate the revision of standards that are most directly related to people's lives and safety, and strive to introduce and ensure effective implementation as soon as possible. Closely track and study the standardization shortcomings exposed by accidents and disasters, benchmark and implement the requirements of laws, regulations, and emergency management standard system construction, and accelerate the establishment, revision, and abolition of standards in key industries and key areas. In terms of safety production, strengthen the formulation and revision of basic general standards, personal protective equipment standards, accident investigation and statistics related standards, mining safety, hazardous chemical safety, fireworks and firecracker safety production, oil and gas extraction safety standards, as well as important standards in dust explosion prevention, painting operations, metallurgy non-ferrous metals, industry and trade safety, etc; In terms of fire rescue, accelerate the formulation and revision of relevant standards for the construction of fire rescue team stations, equipment construction, combat training, fire communication and command informatization, fire IoT construction, fire supervision and inspection, fire product supervision and management, social fire governance, social fire technical service management, fire investigation, etc; In terms of disaster reduction, relief, and comprehensive emergency management, we will accelerate the formulation and revision of basic universal standards for emergency management terminology, symbols, markings, and classifications, risk monitoring and control standards, emergency management standards for water and drought disasters, emergency rescue related standards for earthquake disasters, emergency rescue related standards for geological disasters, emergency equipment standards, emergency management informationization standards, disaster relief and material support standards, emergency plan formulation and drills, rescue site command, professional emergency rescue force construction standards, statistical norms for emergency rescue accident investigation and comprehensive emergency management evaluation, emergency rescue education and training standards, as well as other standards related to disaster prevention, reduction, relief, and comprehensive emergency management.

(3) Strengthen the promotion, implementation, supervision and management of standards. According to the principle of "whoever proposes the project, who organizes the promotion and implementation", the responsibility of implementing standardized and normalized promotion and implementation supervision shall be fulfilled. Intensify publicity and training, fully leverage the role of professional standardization technical organizations and expert standards promotion, provide specialized interpretations of the background, main technical indicators, and implementation measures of the standards, and carry out centralized promotion of key basic standards that have significant impact on relevant industry fields. (4) Strengthen the basic guarantee work of standardization. Develop the "Management Measures for the Standardization Technical Committee of Emergency Management" to guide and standardize the effective operation of the standardization technical committee. Strengthen basic research on emergency management standardization, provide theoretical guidance and technological support for standardization work, prioritize major research projects that have a global and strategic impact on standardization in the emergency management industry, as well as research projects related to emergency management informatization and intelligence standards. Accelerate the construction of a standardized emergency management information platform, coordinate and promote interconnection with the national standard information management platform, and achieve information-based management of the entire standardization process. Drawing on the standardized funding guarantee practices of relevant departments of the State Council, we have formulated and issued the "Measures for the Management of Standardized Funds for Emergency Management" to standardize the expenditure of funds for standard revision, technical review, evaluation review, publicity and implementation, basic research, and other related activities.
(5) Strengthen the standardization work of localities, organizations, and enterprises. Guide and promote the standardization of local emergency management work, implement the regulatory responsibilities of emergency management departments at all levels, incorporate mandatory standards into regulatory supervision and law enforcement inspections, strengthen the supervision and implementation of mandatory standards in high-risk industries such as coal mines, chemicals, and metallurgy, and promptly identify problems and improve standards. Encourage local governments to explore pilot demonstrations of emergency management standardization, promote the construction of regional standardization cooperation mechanisms, and carry out pilot demonstrations of national emergency management standardization bases. Standardize the management of emergency management group standards, guide social organizations to focus on new technologies, industries, formats, and models of emergency management, develop group standards for emergency products and services, and encourage the construction of a group standard system that is coordinated and matched with national, industry, and local standards for emergency management. Guide enterprises to strengthen the revision of safety production enterprise standards, and assist in further improving the level of safety production in enterprises.
(6) Strengthen international cooperation and exchange in emergency management standardization. Based on the emergency management needs of our country, we will organize and carry out comparative research on international and domestic standards in the fields of safety production, fire rescue, disaster reduction and comprehensive emergency management, and increase efforts to adopt international advanced standards. Strengthen the translation of important emergency management standards into foreign languages, encourage advanced enterprises, institutions, and relevant organizations to actively participate in the revision of international emergency management standards, and promote mutual recognition and interconnection of emergency management standards. We will strengthen international cooperation and exchanges on standardization of emergency management, and promote the construction of international cooperation mechanisms for natural disaster prevention and emergency management along the the Belt and Road.
3、 Guarantee measures
(1) Strengthen organizational leadership. Strengthen coordination and cooperation with the State Administration for Market Regulation (Standardization Commission) and relevant departments of the State Council on standardization work, enhance guidance to local governments, relevant units, and standardization technical organizations, clarify responsibilities and tasks, and ensure the effective implementation of standardization work.
(2) Strengthen funding support. Improve the funding guarantee mechanism for standardization work and include standardization funds in the annual budget in accordance with the law. Actively apply for funding subsidies for the revision of national standards, encourage and guide enterprises, institutions, and social organizations to increase investment, and establish and improve a diversified funding guarantee system with "government investment as the mainstay and social investment as a supplement".
(3) Strengthen team building. Support standardization technical organizations to carry out standardization business training, enhance the professionalism and expertise of standardization technical organizations. Establish and improve a standardized talent incentive system, encourage professional personnel from relevant enterprises and institutions to participate in the revision of national and industry standards for emergency management, and stabilize and expand the standardized talent team.
(4) Strengthen implementation supervision. Strengthen the tracking and analysis of the implementation of the plan, regularly hold standardization work promotion meetings, and study and promote the next stage of work. The relevant business departments and units of the Emergency Management Department, as well as the standardization technical committees of each department, shall report on the progress of standardization work at the end of each year according to procedures.
