Notice from the Ministry of Finance on Issuing the 2022 Air Pollution Prevention and Control Fund Budget in Advance

Finance departments (bureaus) of each province, autonomous region, and municipality directly under the central government:
 
In order to support the prevention and control of air pollution and promote the improvement of air quality, we hereby issue the 2022 air pollution prevention and control funds for your province (autonomous region, municipality directly under the central government, hereinafter referred to as the province) to support the implementation of pollution reduction and carbon reduction work. The relevant matters are notified as follows:
 
1、 The amount arranged by each province is shown in Annex 1, project code: Z145060020001， Expenditure is classified as "211 Energy Conservation and Environmental Protection Expenditure" in the 2022 government revenue and expenditure category.
 
2、 The budget for winter clean heating in northern regions is detailed in attachments 2 and 3. Please urge relevant provinces to allocate funds as soon as possible and work with relevant departments to urge relevant cities to actively and steadily carry out clean heating work.
 
3、 To ensure the long-term operation of clean heating in rural areas, if the relevant provinces have clearly defined subsidy policies, the subsidies should be disbursed in a timely manner according to regulations; For the proposed subsidy policies that may need further improvement, full consideration should be given to the actual operation of the local area, the actual income level of rural residents, the fiscal capacity, and sustainable development. Precise measures should be taken to reflect differences and tilt towards rural disadvantaged groups. For those who have a high demand for subsidies for clean heating operations in the province, the factor method can be used to allocate funds in chunks to arrange subsidy expenditures and ensure that the public stays warm during the winter.
 
4、 Please strengthen fund management in accordance with relevant requirements such as the "Management Measures for Air Pollution Prevention and Control Funds" (Caizihuan [2021] No. 46) and the "Interim Measures for the Management of the Reserve System of Central Ecological and Environmental Protection Transfer Payment Funds Projects" (Caizihuan [2021] No. 91), and ensure that funds are used for their designated purposes, effectively improving the efficiency of fund utilization. Implement the principle of 'funds following the project', do a good job in project reserves, form effective investments as soon as possible, and avoid 'funds waiting for projects'. Projects that have received financial support from the central government through other channels such as infrastructure investment shall not be included in the scope of funding support for air pollution prevention and control.
 
5、 To further strengthen budget performance management, please improve performance target management in accordance with the requirements of the "Opinions of the Central Committee of the Communist Party of China and the State Council on the Overall Implementation of Budget Performance Management", scientifically fill out the "Declaration Form for Regional Performance Targets of Air Pollution Prevention and Control Funds" (Attachment 5), and submit it to our department and the Ministry of Ecology and Environment for review and issuance within 30 days from the date of receipt of this notice, do a good job in performance monitoring and evaluation, and ensure the safety and effectiveness of financial funds. Please refer to the central government's practice and promptly decompose the performance goals determined by your province (autonomous region, municipality directly under the central government), and do a good job in budget performance management. The "Declaration Form for Regional Performance Targets of Air Pollution Prevention and Control Funds" and the decomposed performance targets should be copied to the relevant regulatory bureaus of the Ministry of Finance at the same time.
