The meeting pointed out that under the strong leadership of the Party Central Committee and the State Council, the national risk monitoring and comprehensive disaster reduction work has achieved positive results. The concept of putting people first and life first has deeply rooted in people's hearts. The comprehensive monitoring and early warning system for disasters is gradually improving, and the overall role of comprehensive disaster reduction is becoming more prominent. The national comprehensive risk survey for natural disasters has been smoothly promoted, and key projects for natural disaster prevention and control have been implemented in a coordinated manner. The level of disaster prevention and comprehensive disaster reduction in key areas has significantly improved.

The meeting emphasized the need to strengthen the construction of a comprehensive disaster monitoring and early warning system, improve the reporting system for disaster risks and hidden dangers, continue to coordinate and promote the implementation of key projects for natural disaster prevention and control, complete the national comprehensive risk survey of natural disasters with high quality, promote the implementation of the main tasks and major projects of the "14th Five Year Plan" for national comprehensive disaster prevention and reduction, improve the mechanism for creating comprehensive disaster reduction demonstrations, strengthen the support of the talent team for monitoring and disaster reduction, and achieve a new level of monitoring and disaster reduction work. We must firmly establish a bottom line thinking, strengthen disaster monitoring, early warning, consultation and judgment, strictly implement various responsibility measures for disaster prevention and reduction, and create a good safety environment for the successful convening of the 20th National Congress of the Communist Party of China.

At the meeting, emergency management departments from six provinces including Jilin, Zhejiang, Hubei, Guangdong, Guizhou, and Xinjiang made exchange speeches. The heads of relevant departments and units of the Emergency Management Department attended the meeting at the main venue, while the heads of provincial emergency management departments (bureaus) and relevant enterprises and institutions attended the meeting at the sub venue.
